A grocery loyalty program, a children's research hospital and a cargo hub, all in one river city.

Cincinnati's large data sets are unusually personal. Grocery purchase histories tied to loyalty cards, pediatric patient records used in research, and shipment data moving through the DHL hub across the river in Kentucky. The metro also straddles three states, so one breach can mean three sets of rules.

in short·20-second read

In Cincinnati we work with retailers, consumer goods companies, health systems and logistics operators on customer identity, governed data platforms, AI guardrails and research data access.

Retail and brand teams need consent and loyalty data under control. Hospitals need research access that ends when the study does. Logistics firms need partner and frontline access that rotates cleanly. We serve the Cincinnati region remotely from Frisco, Texas, and travel in for workshops and launches.

Cohash has no Cincinnati office. We are based in Frisco, Texas, run Ohio and Kentucky projects remotely and come to the region for discovery, design workshops and launch support.

who and what

Who we work with in Cincinnati, and the rules they work under

industries
  1. Grocery, retail and consumer brands

Loyalty programs, retail media and personalized offers all run on purchase histories linked to a person. We build the customer identity layer with consent capture and preference records, then govern the data platform so analysts and ad partners see aggregated or pseudonymized data unless a use case justifies more.

  2. Pediatric and academic health

Research teams pull patient data into study databases under protocols that end, while clinical access continues. Children's data adds parental and guardian roles to every portal. We tie research access to protocol dates, separate proxy access in patient portals and log every query against identifiable data.

  3. Air cargo and distribution

Hub operations depend on forwarders, customs brokers and ground handlers connecting to shipment systems. Each partner arrives with its own users and API keys. We federate partner sign-in so their own directory controls who leaves, and keep the machine credentials on short lifetimes.

  4. AI in merchandising and marketing

Forecasting and offer models trained on loyalty data can expose more than intended through prompts or outputs. We set which data sets each model may use, log usage by named user and test generated content for leaked personal data before it reaches a campaign.

regulations
  1. Ohio breach notification, R.C. 1349.19 ↗

For Ohio residents the deadline is no later than 45 days after a business discovers or is notified of a breach. A breach that requires notice to over 1,000 Ohio residents must also be reported to consumer reporting agencies.

  2. Kentucky Consumer Data Protection Act (HB 15) ↗

Relevant for the Northern Kentucky half of the metro. In effect since 1 January 2026 for businesses handling data of 100,000 Kentucky consumers, or 25,000 with over half of revenue from data sales. The Attorney General enforces it, with a 30-day cure period that does not expire.

  3. Ohio cybersecurity affirmative defense, R.C. 1354.02 ↗

Ohio businesses that keep a written cybersecurity program reasonably conforming to an industry framework, scaled to their size and data, can use it as an affirmative defense against tort claims over a breach brought under Ohio law or in Ohio courts.

01Our customers live in Ohio, Kentucky and Indiana. Which privacy law applies?

Possibly all three, depending on volume and where customers live. Kentucky and Indiana both have comprehensive privacy acts in force since 1 January 2026, and each state has its own breach statute. We build consent and data inventory so counsel can apply each rule, and we do not give legal advice.

02How do we keep loyalty data useful for retail media without oversharing?

Give partners clean-room or aggregated outputs, keep the raw purchase-to-person link inside your platform, and log every export. We design the roles, the pseudonymization step and the approval workflow for new data uses.

03Can research access to patient data end automatically when a study closes?

Yes, if the protocol end date lives somewhere the identity platform can read. We connect the research administration system so access expires with the protocol, with a short grace period the IRB office can extend.

04How should parental and guardian access work in a pediatric portal?

As proxy access with its own rules, never a shared login. Proxy rights change as a child ages and for custody or confidentiality reasons, so we model them as separate grants with clear start and end conditions.
