A pharmacy giant in Woonsocket, a bank tower downtown and submarine work down the bay.

Rhode Island is small enough that a pharmacy and benefits company, a $226 billion bank and a submarine builder's sites all fit inside one metro. Their systems have little in common. What they share is the state's 45-day breach clock and, since January 2026, a consumer privacy law of its own.

in short·15-second read

In the Providence area we work with health care and pharmacy companies, banks and the defense shipbuilding supply chain.

The projects cover identity governance for large retail and clinical workforces, privileged access on core banking platforms, and access control over controlled unclassified information for suppliers facing CMMC. Cohash is based in Frisco, Texas, serves Rhode Island remotely and travels in for workshops and launches.

Cohash doesn't have a Rhode Island office. Our team in Frisco, Texas runs Providence engagements remotely, and we come to Rhode Island for kickoff workshops, assessment preparation and go-live weeks.

who and what

Who we work with in Providence, and the rules they work under

industries
  1. Pharmacy, benefits and hospitals

Retail pharmacy, mail order, benefits administration and clinics each bring a workforce with high turnover and access to protected health information. Store staff share terminals, pharmacists float between locations and contractors staff call centers. We tie access to role and location, cut standing access to member and prescription data, and log every privileged touch of clinical systems.

  2. Regional and commercial banking

A bank that has grown through acquisitions often runs several cores, card processors and online banking stacks, each with its own admin accounts. Examiners ask who can change customer records and move money. We put those accounts behind PAM with session recording, run entitlement reviews on core and payment systems, and harden customer sign-in against account takeover.

  3. Shipbuilding and defense manufacturing

General Dynamics describes a growing network of about 3,000 suppliers behind its two submarine programs, and CMMC requirements flow down to the ones that handle defense data. We help suppliers fence controlled data into an enclave, require phishing-resistant sign-in for the people who touch it and document the access controls an assessor will test.

regulations
  1. Rhode Island breach notice, R.I. Gen. Laws §11-49.3-4 ↗

Businesses notify affected residents no later than 45 calendar days after confirming a breach, and state agencies within 30. When more than 500 Rhode Island residents are notified, the Attorney General and the major credit reporting agencies must be told as well.

  2. Rhode Island Data Transparency and Privacy Protection Act, §6-48.1 ↗

In force from 1 January 2026. It covers for-profit entities that processed personal data of at least 35,000 Rhode Island customers in the prior year, or of 10,000 or more while earning over 20% of gross revenue from selling it, with the Attorney General enforcing.

  3. CMMC program, 32 CFR Part 170 ↗

Sets the three CMMC levels and the assessment process for defense contractors and their subcontractors. The rule became effective 16 December 2024, and Phase 1 self-assessment requirements reach contracts under the DFARS clause effective 10 November 2025. Phase 2 was suspended on 13 July 2026 pending a review.

01Does the new Rhode Island privacy law apply to us?

Check the two tests in §6-48.1-4. Processing data on 35,000 Rhode Island customers in the prior year, not counting data used only to complete a payment, brings you in. So does processing 10,000 while getting more than a fifth of revenue from data sales. Counsel should also review the act's exemptions for your sector.

02Our breach is confirmed. When does the 45-day clock start?

The statute counts from confirmation of the breach and from when the information needed for the notice can be determined, and law enforcement can request a delay. Identity logs decide how fast you can determine who was affected, which is why we push for centralized sign-in and privileged session records before anything happens.

03We are a small supplier to the submarine program. Which CMMC level will we need?

The contract or the prime's flow-down tells you. Suppliers that only handle federal contract information typically need Level 1 self-assessment, while those handling controlled unclassified information usually need Level 2. We help you confirm which data you actually hold before scoping.

04Can you govern access for thousands of store and pharmacy employees?

Yes. The trick is birthright access driven by HR job codes and store location, so most people get the right access on day one without a ticket. Exceptions go through request and approval, and managers certify them on a regular cycle.
