Policy systems older than most of the staff, and a regulator expecting a call within three business days.
Connecticut gives a domestic insurer three business days to tell the Insurance Commissioner about a cybersecurity event. In Hartford that clock runs against claims, billing and policy platforms built up over decades, and against the engine makers in East Hartford who answer to defense contract rules as well.

We help Hartford insurers, health benefits companies and aerospace manufacturers with identity governance, privileged access, policy and claims platform integration, and governed data for actuarial and AI work.
For licensees under Connecticut's Insurance Data Security Law we tie each control to the written program, the April 15 certification and the three-business-day notice. Cohash is headquartered in Frisco, Texas, serves Hartford remotely and travels in for workshops and launches.
Cohash has no Connecticut office. We serve Hartford clients remotely from our Frisco, Texas headquarters and travel to Hartford for discovery workshops, tabletop exercises and launch cutovers.

-
Property, casualty and life insurers
Carriers sell through independent agents who are not employees, so agent portals, rating tools and claims systems hold thousands of outside identities. Many policy admin systems predate single sign-on and run batch jobs on shared service accounts. We federate agent access, put batch and integration accounts under vaulted rotation, and map each system to your written security program.
-
Health benefits and managed care
Benefits platforms connect members, brokers, employer groups and provider networks, and each audience signs in differently. Claims and eligibility data then flows to analytics and care management vendors. We separate customer and workforce identity, build consent and authorization into member APIs, and govern the extracts that feed actuarial models.
-
Aerospace engines and suppliers
Engine programs mix commercial and military work on shared engineering systems, and controlled technical data lives next to everything else. Outside suppliers need scoped access to drawings and quality records. We set up supplier identity with expiring access, label and restrict controlled data, and prepare the access-control evidence a CMMC assessment asks for.
-
Connecticut breach notice, C.G.S. §36a-701b ↗
Residents must hear without unreasonable delay and within 60 days of discovery, and the Attorney General must be told no later than the residents are. Where Social Security or taxpayer ID numbers are exposed, the business offers at least two years of free identity theft prevention services.
-
Connecticut Insurance Data Security Law, C.G.S. §38a-38 ↗
Licensees keep a written information security program, oversee third-party service providers and notify the Insurance Commissioner within three business days of determining a cybersecurity event. Domestic insurers certify compliance each year by April 15. Licensees with fewer than ten employees are exempt from the program section.
-
Connecticut Data Privacy Act (CTDPA) ↗
In force since 1 July 2023 and enforced by the Attorney General. Public Act 25-113 amendments took effect 1 July 2026, lowering the main threshold to 35,000 consumers and covering any controller that processes sensitive data, with a profiling impact assessment duty from 1 August 2026.
-
CMMC program, 32 CFR Part 170 ↗
Defense contractors and subcontractors handling federal contract information or controlled unclassified information need the CMMC level named in their contract. The program rule took effect 16 December 2024, and the DFARS rule that puts it into contracts took effect 10 November 2025.
Most requested in Hartford
The services clients in Hartford ask us for most.
01What does the three-business-day notice under §38a-38 mean for our incident process?
It means the identity facts have to be quick to pull, because you will be asked early what happened and what the attacker reached. We set up privileged session logs, sign-in telemetry and service account inventories so your team can answer those questions on day one instead of day ten.
02Can you help us prepare for the April 15 certification?
For the identity and access controls, yes. We document multifactor authentication coverage, access reviews, vendor oversight and monitoring against the statute's program requirements, and flag gaps early enough to fix them before your compliance officer signs.
03Our policy admin system can't do SSO. Do we have to replace it?
Usually not. Older platforms can often sit behind a gateway or a PAM proxy that enforces MFA and records sessions, while batch accounts move into a vault. Replacement is a business decision; identity controls rarely need to wait for it.
04Did the 2026 CTDPA changes pull insurers in?
Generally no. As amended by Public Act 25-113, the act exempts insurers as defined in §38a-1 and their affiliates, health carriers, insurance-support organizations and insurance producers. Insurers still answer to §38a-38 and the breach statute, and vendors that serve them may be covered by the CTDPA in their own right, so check your service providers too.
05We supply parts to an engine program. Where does CMMC hit identity first?
Access control and authentication. Expect assessors to look at who can reach controlled data, whether multifactor sign-in covers remote and privileged access, and how you remove access when people leave. We start with a scoped inventory of systems that touch controlled data so the assessment boundary stays small.
